You see at first glance it’s a joke on the welsh language. However, Germany is not allowed to buy a vowel because it has no money.
This comic is, in fact, a harsh criticism of the larger European nations demanding things from betrodden, oft mocked, smaller nations such as Wales and Poland. Wales fiery refusal is symbolic of the populist anger spreading through the smaller nation towards an uncaring EU and its moral bankruptcy.
